CAPP's LIHEAP offers assistance to eligible Providence County residents, assisting with the rising cost of home heating. Residents who do not have oil or utility services should contact CAPP to see what other programs are available to assist them. Residents must be approved for LIHEAP to access Weatherization and LIHWAP services.

The LIHEAP 2024 season begins on October 1st 2023. For more information please call us at (401)-273-2000.

Residents are strongly encouraged to apply online and upload their documents virtually.

September 7, 2023Renewal applications for deliverable fuels are mailed out. These Residents can be seen by the Benefit Eligibility Specialist or may utilize the designated Drop off Box located in the front of the building.
September 30, 2023Renewal applications for utilities are mailed out.
October 1, 2023New and renewal applications accepted. Also begin assisting residents in crisis & making pledges to utility companies to restore terminated services.
November 1, 2023Confirmation letters and payments will be mailed out to Residents and Fuel Vendors. Deliverable fuel vendors begin making deliveries.

LIHEAP Department Hours of Operation:

Residents outside of Providence County must contact the Community Action Partnership Agency that services their city or town.

Application Requirements

Application and documents must be mailed or delivered in person; cannot be faxed or emailed. Failure to provide all and current documentation will delay the processing of your application.

1. Primary Applicant

  • Social Security Card;
  • Valid Photo ID (Government issued ID & cannot be expired);
  • Gas and/or Electric Bill, Oil or Propane Gas Ticket from Utility Company;
  • Lease or Mortgage Agreement (Tax Bill if you don’t pay mortgage);
  • Signed LIHEAP Application
  • Income Documents: 4 consecutive weeks of paystubs or all award letters from public assistance programs (SNAP, SSI, Unemployment, Pensions, Court Ordered Child Support Income Letter, etc.). Self-employed applicants must submit recent Federal Tax returns.

2. Household Members

  • Social Security Cards for all household members;
  • Valid Photo ID for Applicant and household members over the age of 18;
  • Birth Certificates for minors;
  • Gas and/or Electric Bill, Oil or Propane Gas Ticket from Utility Company;
  • Lease Agreement, Subsidized Lease, Mortgage or Tax Bill, LANDLORD FORM
  • Proof of Income: must include 4 consecutive weeks of paystubs or all award letters from public assistance programs (SNAP, SSI, Unemployment, Private Pensions, Court Ordered Child Support, Support Income etc.) Self-employed applicants must submit recent Federal Tax returns.
