Rilwan has worked as a private consultant and trainer for over 20 years. He specializes in cultural competency/humility training, youth/adult partnership, strategic planning, non-profit management, board development, and Men’s engagement work to address Domestic Violence and Intimate Partner Violence. He has extensive experience working with communities of color, low income families, refugee communities, senior populations, the disability community, LGBTQQ communities, and others in the Providence, RI area, and throughout the North East.
Rilwan currently serves as Executive Director of Community Action Partnership of Providence County (CAPP). As ED he is responsible for supporting all executive administration functions of the organization. Duties include overseeing the coordination of all programmatic functions of CAPP, organizational spending, fiscal department oversite, contract management, reporting, fund development, and evaluation of programs and organizational operations.
Prior to coming to CAPP he served as the Chief Administrator for the Office of Minority Health at the RI Department of Health (HEALTH). He oversaw the Minority Health Promotion Program, Refugee Health Program, Language Access initiatives, and he was lead staff to the Commission for Health Equity and Advocacy in RI. Rilwan also had responsibilities for leading the Department’s overarching goal of elimination of racial and ethnic health disparities and the implementation of the Minority Health Plan of Action. Additionally, he coordinated the Special Population Disaster Emergency Preparedness Workgroup for HEALTH.
